Preheat the oven to 375 degrees. Line three baking sheets with parchment paper.
In a medium bowl, combine the flour, baking soda, baking powder. and salt. Set aside.
In a large mixing bowl, beat the butter and sugars together until light and fluffy. Beat in the eggs, one at a time.
Beat in the vanilla.
Add the dry ingredients and beat until just blended.
Beat in the chocolate chips.
Use a cookie scoop or roll the dough into balls, using 2 tablespoons of dough per ball (use 3 tablespoons for larger cookies).
Place the cookies on the prepared pans, 2 inches apart.
Bake for 8 to 9 minutes, until just barely starting to turn brown. The cookies will appear doughy; they will settle as they cool.
Cool the cookies on the baking sheets for 5 minutes before transferring them to a wire rack to cool completely (I prefer to slide the parchment paper directly on the wire rack).
