Instructions
Brown the beef in a large skillet over medium-high heat. If necessary, drain away any fat. Add the garlic and cook for 1 minute. Add the chili powder, cumin, 1/2 teaspoon salt, and 1/4 teaspoon black pepper and stir to coat. Cook for 1 minute, until fragrant.
Add the beans (with the sauce from the can) and chipotle chilies and bring to a simmer. Reduce the heat to low and simmer for 10 minutes.
Season to taste with salt and black pepper.
Spoon the beef mixture onto the tortillas and top with desired toppings.
