Brown the beef in a large skillet over medium-high heat, breaking up the meat as it cooks.
If necessary, drain away any fat.
Add the ginger and garlic and cook for 1 minute. Add the soy sauce, brown sugar, chili garlic sauce, and chili crisp and bring to a simmer. Dissolve the cornstarch in the cold water and add to the pan. Cook for 1 minute, until the beef is coated and glossy. Season to taste with salt and black pepper.
