Instructions
Brown the beef in a large skillet over medium-high heat, breaking up the meat as it cooks. Add the garlic, basil, oregano, onion powder, 1/2 teaspoon salt, and 1/4 teaspoon black pepper and stir to coat. Cook for 1 minute, until the herbs are fragrant.
Add the tomato sauce and bring to a simmer. Reduce the heat to low and simmer for 10 minutes. Fold in the parmesan cheese and cook for 1 minute. Season to taste with salt and black pepper. Top the beef mixture with the mozzarella, cover with foil or a lid and remove the pan from the heat. Let stand for a few minutes to melt the cheese.
Top with fresh parsley or basil, if using, and serve.
