In a small bowl, whisk together the tamari sauce, water, brown sugar, mirin, cornstarch, and sesame oil. Set aside.
Brown the beef in a large skillet over medium-high heat, breaking up the meat as it cooks. Stir in the garlic and ginger and cook for 1 minute, until fragrant.
Add the tamari sauce mixture and bring to a simmer. Reduce the heat to medium-low and simmer for 2 to 3 minutes, until the sauce thickens and reduces. Season to taste with salt and black pepper.
Spoon the beef over rice/noodles (or in lettuce leaves) and sprinkle with everything bagel seasoning.
